The Utility has implemented a Lead Service Line Replacement Loan Program to provide property owners with financial assistance in the form of a low-interest loan not to exceed $4,000 or up to 100% of all eligible costs associated with replacement. Property owners who are interested in the LSLR Loan Program should complete the following steps:
1. The property owner should attempt to obtain at least two (2) estimates for private-side service line replacement if using their preferred contractor. The selected contractor must be provided a copy of the City's approval letter and conditions. Alternatively, the property owner may choose to have the contractor hired by the Utility for the public-side service line replacement complete the private-side work at the property owner's expense. The property owner will sign an agreement with their chosen plumber/contractor for the private-side service line replacement.
In the event the Utility replaces a water main, any private-side lead service line must be replaced at the same time.
2. Complete the Lead Service Line Replacement Loan Program Agreement & Application and Waiver/Release of Liability forms and return to New Richmond Utilities or email to srunning@newrichmondwi.gov.
Upon receipt, your application will be reviewed, and you will receive official approval if your application is accepted. DO NOT begin any work until you have received written approval from New Richmond Utilities. If work begins before approval is granted, you will not be eligible for the Lead Service Line Replacement Loan Program.
If approved for the Lead Service Line Replacement Loan Program, the Utility will send the property owner an approval letter along with a draft copy of the loan documents (Promissory Note, Covenant, and Mortgage).
The loan, if approved, will be for the balance of the invoiced cost (up to the maximum of $4,000) and a $35 fee for recording the loan with St. Croix County. The interest charged on the loan is three percent (3%) for a term of ten (10) years. There is no penalty for early payment.
3. Upon completion of the private-side service line replacement, the Contractor Payment Application for Private-Side Lead Water Service Line Replacement form must be filled out and signed by the property owner and contractor. This form, along with the signed and notarized Promissory Note, Covenant, and Mortgage must be submitted to the Utility with a copy of an itemized invoice.
The Utility shall pay the contractor directly on behalf of the property owner.
The Utility will commence billing of the loan the month following receipt of proof of completion of the replacement of the private-side lead service line and receipt of a written and executed financial assistance agreement.
Property owner(s) must be current on all financial obligations to the City to receive loan funding. Delinquent amounts may include, but are not limited to, utility bills, real estate taxes, personal property taxes, and accounts receivable invoices.
