In October 2025, the City of New Richmond adopted Ordinance No. 631 to comply with requirements established by the Wisconsin Department of Natural Resources (DNR) under the Lead and Copper Rule. These regulations require all lead service lines be fully replaced by 2037 to protect public health and ensure safe drinking water.
The City will replace the public-side portion of the lead service line, which extends from the water main to the curb stop. In accordance with Ordinance No. 631, property owners are responsible for replacing the private-side portion of the service line, which runs from the curb stop to the water meter inside the property. The private-side replacement must occur concurrently with the City’s public-side work.
To assist property owners with the cost of the private-side replacement, the City offers a Lead Service Line Replacement Loan Program through New Richmond Utilities. Subject to funding availability, eligible property owners may apply for a loan of up to $4,000, covering up to 100% of eligible construction costs associated with the private-side replacement.
City Staff evaluated properties throughout the community and identified locations where lead service lines remain in place. Impacted property owners will receive direct communication regarding replacement of Lead Service Lines and the Lead Service Line Replacement Loan Program.
